Timeline for SAP/R3 (HR) Implementation

I have to plan the Customization and Implementation of the Human Resources and Payroll modules of SAP (In a Maquiladora in M?xico). The company have more than 20 plants across the country, most of them have different benefit packages, and there are not other SAP modules implemented.
Does any body have an estimate or a guide to perform this Project Plan?
