Touchpad scroller

While shopping for a new laptop, I am noticing many of them no longer have the scrolling area on the touch pad, and the ones that do, function terribly, they are laggy or inaccurate and don’t support middle mouse clicking.

Does anyone know of any software (windows) that would enable the scrolling on a touch pad that doesn’t have it built in?
