Track changes to shared files?

I am riding herd on a group of users who may have reason to make changes to individual files in shared folders on an XP Pro machine. I currently have everyone permitted to read only. If they need to change anything, they must email the file back to me. I want to give them full access and make a log file that records the last time a file was saved and by whom. Any ideas about how to do this?
