Trick Server to think it is connected to a network when it is not?

I run a number of web sites from my laptop (setup as a web server, Win2000) using 15 different TCP/IP addresses. When not connected to a network my sites don’t work due to Network properties being disabled. Is there any way to make Laptop think it is connected when it is not?
