UK Broadband problem

I access Internet via Freeserve Broadband. To cut a long story short I get very slow access to some web sites.
BT and Freeserve say no problem.
I have found the following which I need a technician to explain:
On the Internet I try and access a ‘slow’ site. Whilst waiting to get into the site I start Visual Route (a network tracking and testing tool).
IF I start a hop ping test to 195.92.201.9 (an Energis Router)then the ‘slow’ web site is immediately accessed.
195.92.201.9 is the third hop away from my PC.
The first two are 62.25.200.179 (162).
If I do a hop ping test to these IP addresses it makes no difference to the ‘slow’ web site access.
So the HOLD UP is at 195.92.201.9 which is freed by running a test to it.
I would be most grateful if:
1) this could be explained and
2)How can it be corrected
