Unable to add domain user to local admin group of remote domain laptop.

Hi, I have a remote user connected over VPN. I have been unable to figure out how to add him to the local admin group on that machine.
On his machine, when I select “Manage\local users and groups\administrators\add” and browse the domain, its asks me for my credentials and after authenticating it shows the users I am looking for. But when I try and add the user, I get an error message saying the domain is either unavailable or my access is denied. I have tried to do this from 2 profiles. One that is the domain user with no local admin rights and the other is a local user profile who has admin rights, but to no avail. “Include Windows Login Domain,” is checked in VPN properties.
I have tried to go from Manage on my own pc and connect to that pc through there, and I get an Access Denied Message when opening “Local Users and Groups”.
However I was able to change the PC name and reauthenticate the PC on the domain.
Anybody know what i am doing wrong??
