Unable to ping router on LAN

I am trying to ping a Cisco 1601 router with an IP of 172.18.202.249 and a subnet of 255.255.0.0 from an NT workstation on a peer-to-peer NT network. The workstations IP address is 172.18.202.79. I do not get a reply. Yet I can ping the servers IP 172.18.202.250. All are connected to the same hub.

Can anyone suggest what the problem is or how I might troubleshoot it. I’ve replaced the patch cable between the hub and the Cisco router. I’ve tried pinging from several other workstations including a Windows 98 station but none can ping the router.
