Unable to pull IP from DHCP Server

What would be the cause of being unable to pull an ip address from the dhcp server. Besides the DHCP Server being to busy. It takes anywhere from 15 to 30 tries to accept and pack the ip address. This happens on all different types of hardware and windows os.
