unable to set telnet state

I set up a pc to my network and had it working. 1 month later my telnet connection won’t work. I CAN see my network and when i use my laptop I can telnet. the user Claims to not have added anything, (right!) however I am unable to connect. I can however ping the address, which really is messing with my head. any thoughts
