Undelete a deleted file

I have a user(no longer with us) who deleted files on their workstation. W2K. They have been deleted and deleted from the recycle bin.
Is there a way to undelete these files? Without using backup software. These packages were not part of our backup strategy.
Is it easy? and if so… what is the process?
Do I need third party software?

In the undelete process…if any… will there be a date attached. It would be good to know when the user deleted these files.. for future action against them. There are quite a few questions here and I need real specific answers to all of them. It would be good to enter the info into one of our manuals for future use. We have been having a lot of this happening lately
