unemployed software engineer

I am a software engineer unemployed for 3 years now. I cant seem to get over the fact I cant find any job? My experience is in testing in tellecommunications, DB2 and COBOL, I worked for Verizon for 1 1/2 years, left as I did not want to stay in mainframes, but could not find any job after that.. would appreciate any help feedback how I can find a job!!!! thanks
