University Based Custom Training

I would like hear responses from those of you in the field who are managing or directing a Customized Training or Certification Focused Education Program within the confines of a University. We are struggling here with problems of taxonomy and economy in that the Univeristy seems interested in the potential income that our program represents but is unwilling to invest seriously in the growth of the Training Arm so that those revenue goals may be met. Are there others with similar or wildly different experiences out there and how did you resolve them or how did they resolve themselves?
