Unix Support Requirements

We’re in the process of “in-sourcing” portions of our data center, and are looking for information to determine staffing requirements for our Unix systems. Is anyone aware of documentation that provides metrics for things like how many support personnel should be allocated on a per server, per user, etc. basis? Do you have any “general rules of thumb” that can be used to propose and justify hiring new employees or consultants?
