Unsharp Horizontal lines on my monitor moving very fast vertically?

My monitor displays unsharp horizontal lines all over the screen right from POST till I shut down. Yet when I connect it to my laptop (Dell Inspiron) it works perfectly.
I’m using an onboard Intel GMA x4500 can anyone pls help. I have a deadline to meet. thanks.
