USB Device Hardware install

Working on a DELL optiplex 760 – XP PRO SP3

whenever i unplug and replug a usb device, mouse/keyboard windows asks me how to install the new found hardware Auto search for drivers to install or manually install.

I click auto install and everything is off and running, why does it ask me this every time i reattach the mouse/keyboard?
