USB Ports

My daughter just got a new OLD computer. There are 4 USB Ports in the back and none of them work. Like I said this is and older puter and is Windows 98. She is trying to use a FinePix and she has lost the download cd and there are only updates online and Fujifilm wants to charge $35 for another cd, that is not going to happen, I would rather buy her another camera. How can we fix the USB. I have looked inside and is seems to be a fixed connection to the mb.
