User cannot execute program

I have a question that is regarding a paticular user on the network. They can access a business program when they log in from any computer on the network except one. When they try to run the program, it gives them the typical warning. He has permission to have full control over the program since he is a manager, but he is not an administrator. The admin accounts have no problem running and using the program, but non-admin, specificaly, this user cannot, what do I have to change to get this workstation to allow him to use it?
