Users Having Outlook problems refreshing new mail

I have several users who’s Outlook 2003 apps will not refresh new emails. They have to actually click on their inbox to refresh the send/receive function. I checked all the options, and they are all set to automatically send and receive every 1 minute. This option is not working. What could be the problem?
