Using Modem & Not The INet As Connection

i was wondering.. how can i connect 5 pcs located in different parts of a city through a modem, and not through the internet(i mean by chatting or something like it).

this is for a business deal i have to make.
isn’t there another way aside fromconnecting to the internet?
