Utilization Prediction/Modeling

With the onslaught of new applications brought on by our application development teams, utilization (memory, CPU, storage, etc.) “prediction” is critical for sound Infrastructure capacity planning. I would like to know how others in our industry address the capacity planning BEFORE the application is ever coded and hosted. Are there prediction models/software based upon anticipated user connections, transaction volumes, OTLP vs. batch ratios, etc.?
