UTP cat 6 against using Fiber Optics

I am now doing as a project manager for designing a network cabling for a building of 10 floors located for at least 2000 employees.

I am confusing which type of cabling to use UTP cat 6 or fiber to the desk. I am planning for future with concideration of the current situation.
