video drivers loading at wrong time

cannot get video drivers to load at startup so although my system can boot off cd never see the screen same problem when I try to call bios screen

Am running windows XP SP2 on a dell desktop (gx-620) with nvidia geforce 8400 video card with Viewsonic vx2835M monitor
