VLAN Manager for Windows (not in switch)

Does anybody know a VLAN Manager software for Windows (or Linux) which does the same job as vlan commands on a switch? i.e. a software which can be installed on PC and has the ability to create, remove and manage vlans. A web-based GUI software is too much better for me.

Please recommend any software you consider useful.
