Volumn too low

The ouput volume is much too low on my friends computer. I have accessed the volume control in Control Panel, but the slider is at full volume. When Windows Media opens, after installing a music Cd, the volume control is also set a full volume. How do I get this problem corrected? OS Windows Vista
