VPN for Win ME

I am trying to establish a VPN for Win ME, and I cannot even get the first starting dialup. Does this version of windows really suck for networks, because all I read is Win NT, and 2000.
I created a new connection in dial up connections for the vpn connect and filled in the blanks, but there does not seem to be a place to put the phone # in, to access the internet.
