VPN W/ Dial up modem Via Internet

I am trying to connect a VPN server using a dialup modem via my ISP. Its a Windows 98 client, not SE. Every time I try, it gives me the error that dialup adapter is already in use. Im the past I have been successfull in establing VPN connection using DSL and Cable but I never tried through dialup service. I will really appreciate your help.
