VPN – Win 2k Chinese version (export)

Im trying to setup a VPN connection from a 2k wks Chinese (Shes a remote user, not that remote)

I can stumble my way around enough to get to create new connection, but VPN is not enabled. I have looked at services, and think everything is fine. Question is, is it disabled for export? If so, why is it a option. Anyone that has worked with the export version verify this?
