W2K RRAS wont rout IP unless I dial 1st

I have a windows 2000 router that won’t route IP subnets at all. That is unless I dial with a modem first. After I dial with a modem and disconnect, then IP subnets are routed normally.

I’ve totally disabled RRAS and started over, using the wizard this time. I’ve also re-applied SP3, but neither has helped.

How do I fix this?
