what can i do for my laptop or pc to get back normality after i clean up vi

I have a dell laptop that get virous and a pop up ask if i want to clean it.A company or some one callinternet security 2010 ask me to pay, i shut
off my computer and sence then i can not see my
icons,start menu or right or left click my mouse.
