What is SP.REG????

I have a user that when they boot their WIN98SE a dialog box pops up with SP.REG error. Tried the Technet site, no answers, tried to see if it may have been a virus…could not find anything on it. Does anyone know what SP.Reg does? Can I just remove it from the Registry???
