what is the best database to add or keep track of SOP’s?

I have SOP’s or Documentaion that we keep in folders for people to read quarerly. We want to move them to a database. Anybody know if Access would work? I used to do this job on Lotus Notes but this site doesn’t have that.
any suggestions would be appreciated.
