What resource expertise I need to create mobile App animations/transitions

I am designing Mobile Apps and to execute the same I need a resource who is good at creating mobile animations.
I need support in understanding the skills of such a resource, what kind of expertise should they have to do Mobile App animations or create engagement on mobile app.
