what’s next?

I recieved my current job in 1999 before IT got cold for entry level people. It’s nice job but its not really going anywhere and the money’s very average. I want to move on but my experiences are not that impressive. The market is demanding 2 more years of experience or expertise in something I only know so-so. What can I do to make myself more attractive to another company? Certificates come to mind, but are they really the answer?
