Where has “properties” gone

In Windows Explorer I can no longer access the properties feature. I choose it (for a file or folder) but nothing happens. Can anybody help.

I dont no if it is related, but I have this error message: “mqsvc.exe has generated errors and will be closed by Windows. You will need to restart the program. An error log is being generated”.
