Which VPN Software?

I’m providing Internet Service using the USB Wireless Card with A GSM SIM CARD. The Gateway provider is a Pre-Paid GSM company. In short i need a software that will be able to configgure, monitor, disconnect or reconnect defaulters. In short, I will like to in charge of their access to the net as the service operate 600kms apart.
