Why aren’t my WordPress updates or uploads taking effect?

I’m having trouble making changes to my WordPress site. Updates to theme settings or plugins don’t seem to apply, even after clearing the cache, disabling caching plugins, and switching to a default theme. On top of that, new media files I upload aren’t showing in the media library. This is making it difficult to manage my website. Any advice on how to fix this would be greatly appreciated.
