Why is there a white bar type thing on the taskbar next to my hp help icon?

It is the width of a match stick and as tall as the taskbar. I just reinstalled my Chrome Browser last night and am worried I will have to uninstall and reinstall. It disappeared a few minutes ago, does not blink. If anyone knows what this is please tell me.
