why program wont work cause of policy

Help. I am administring a win 2k adv. server. on my 2k pro client, we run Omniform filler 4.01. in order not to get an error msg. saying that a dat file can’t be found, I must logon as admin. The profile is a roaming one and it belongs to Domain Users group. Is there anyway I can change that specific policy for the program to run?
