win 95/98 network neighborhood problem.

I have 2 computers running win 95 and win 98. The win 98 machine see’s the 95 in network neighborhood, however the 95 does not see the 98, only itself and workgroup.
Both machines have file/print sharing enabled, full shares, tcp/ip and ipx/spx, all set to the same standards. Workgroup names are also the same.
I can play games between the 2 machines as well as tranfer files from the 98 m/c to the 95 and then move it back.
If on the 98 I disable file/print sharing and then renable it withoutbooting, then both can see each other. But this usually will only last for a few minutes and disappers as soon as any one is rebooted.
So come on guys. tell me what stupid thing am I missing.
