Win 98 CONTENT ADVISOR

My friend can’t get on the web. How do I disable the “content advisor”. And, how do I change the supervisor password if we have no clue what it is/was, my friends dad didn’t write it down.
Need to turn this thing OFF, or reset the password so wecan be allowed to access all websites.
