Win 98SE VPN Client Win2k VPN server

I have recently setup a Win2k server as a VPN server. When I connect from a Win2k client I have no problems but when I connect through a Windows 98SE client the connection is as slow as molasses in January! The VPN server will be used mostly to provide a secure way for our users to establish a telnet connection to our Alpha. I have installed DUN 1.4, updated vtcp.386 and applied registry tweaks from www.speedguide.net to the client and have not seen any increase in speed. Does anybody else have any experience in this area? Any guidance would be appreciated.
