win installer error 1719, vista ultimate

attemting to install windows office 2007 on a vista ultimate machine. install goes fine and all apps work except Outlook 2007. when i attemt to open outlook I recieve the “error 1719 the windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. contact support personell for assistance.” I have reinstalled the OS to no avail.
