win nt 4.0 driver conflict

i believe i have an uncorrectable or (i cant correct) driver conflict on a windows nt 4.0 machine……..I would like to reformat the hard drive and begin fresh…what is the best way to get a good low level disk format?? fdisk, partition magic or another utility??
