Win2k and Ms proxy 2.0 Incompitability

Iam having a problem due to the incompatibility between Win2k server and MS proxy 2.0.
The configuration of the dialing timing is not working, the server keeps dialing even after the time shedule of the proxy 2.o
can any advise on that
