Win7 Taskbar buttons

I cannot get MS Office Outlook 2007 to pin to the Win7 Taskbar.

Is there a limit to the number of buttons you can have?

Several other programs will also not pin, but Adobe Photoshop Elements 8 will do so.

What is the trick?
