WIN98SE Task Mngr.?

My GM is trying to creat a task routine on a Win98SE system which will work in conjunction with an AS400 system. Will the Task Mngr. in Win98SE support multiple processes in both Windows(32 bit) and DOS(16 bit)? He’s having a problem with it.
