Window Resizes off-screen

I’m running Windows NT and whenever I tell window to be any other size than “Full Screen”, it jumps to a spot that I cannot see off-screen. I cannot see it even if I change my display to see the maximum amount possible.

How do I get my windows to size in the default settings??
