windows 2000 chkdsk keeps running

I have 2 workstations doing the same thing upon startup (run a windows chkdsk for errors) ..running win2k..they are dell optiplexes. dell is telling me i should low level format the drive and reinstall win2k pro..it was initially sent with ntfs. i reinstalled using fat32..they are talking debug.exe ..any help would be appreciated.
