Windows 2000 Startup and Shutdown

Here is a wierd question. Recently after imaging new PCs with W2K Pro, during the Startup and Shutdown (light blue colored screen), there is a Windows 2000 splash image (white and black) sitting in the background. Then the Ctrl-Alt-Del box appears right on top of the splash image. This is NOT wallpaper, as it does NOT show up on my desktop, only during startup & shutdown. How do I remove this Windows 2000 splash image?
