Windows 2003 Security issue on Group Policy Object

I have created a poicy and tested it against my users. This is to make one change to IE’s security. This was about 20% success full. One small side effect is now no one can run any applications with Macro’s in it or access databases.

I have disabled the policy and removed the user lists to see if I can reverse the effect but to no avail. Can some one help me out with this?
